FR: Detect all links in tweets

Now that the plugin system is up and running, I think it would be a nice feature to have: Detect all links in tweets and display them as one kind of subscription. Automatically remove duplicates, expand shorten URLs, stuff like that.
Basically I want to have a glance at each link, determine whether or not to act on it. By acting, I mean 'post it to Instapaper', 'read it straight away', add to some kind of reading list and have a dedicated URL to circle it (something like 20couch.example.com/next).
